Mouse cursor may not turn to resize cursor if another tab was resized
Steps to reproduce:
1. Open any project
2. Resize any Editor tab
3. Mouse-over on border of another tab. Mouse cursor may not change to resize cursor. That breaks smooth user experience with tabs.
