[Mobile] Terrain's with Microsplat Shader Layers excluding first aren't loaded when the Scene is loaded with Addressables
How to reproduce:
1. Open the user's attached "AddressablesDrawInstancedBug.zip" project
2. Build the Addressables (Window->Asset Management->Addressables->Groups->Build->NewBuild->Default Build Script)
2. Open the Build Settings (File->Build Settings...)
3. Uncheck the "Scenes/test1/SceneTerrain2" from Scenes In Build (only "Scenes/SceneLoader" should be checked)
4. Build and Run on a mobile device
Expected results: There's a green grass spot in the game once the Scene is loaded
Actual results: There's no gree grass spot, only single rocky Terrain when the Scene is loaded
Reproducible with: 1.16.19, 1.19.17 (2020.3.27f1, 2021.2.10f1, 2022.1.0b6, 2022.2.0a3)
Could not test with: 1.19.17 (2019.4.36f1) because the Scene gets corrupted when downgrading
