[Mobile]Terrain tree billboards are not rotating while the camera is moving
How to reproduce:
1. Open the attached "Tree Billboard Issue Repro" project
2. Build for iOS and deploy the Xcode project to the device
3. On the bottom left of the device use the virtual joystick to move around and inspect the trees
Actual: Terrain tree billboards not rotating while camera moving (see the _____.mov attached)
