[Mobile Notifications] Notifications aren't delivered after rebooting the device
Repro steps:
1. Open QA attached project "repro_1113099"
2. Build and Run
3. Tap the "Schedule Notification" button
4. Reboot the device
Actual: The scheduled notification doesn't get delivered after rebooting
Reproducible with: Mobile Notifications 1.0.0-preview.8
