Mesh skinning with cloth distort when using a Float16 vertex attribute
Steps to reproduce:
1. Open user's attached project "NonFloat32AttributeSkinningIssue-2019.3.zip"
2. Enter Play mode with SampleScene
3. Notice the "prop_flag_A_F16" GameObject
Expected behavior: Float16 mesh should be found with SkinnedMeshRenderer
Actual behavior: Float32 mesh only works with SkinnedMeshRenderer
Reproducible with: 2019.3.0f6, 2020.1.0a21, 2020.2.0b1
Fixed in: 2020.2.0b2
Note: Unable to test with 2018.4 and lower due to project braking. Video in the edit field
