Undocked editor window maximizing disregards Windows taskbar position when the position is set to top or left on Windows
How to reproduce:
1. Set windows taskbar to be at the top/left/right
2. Create a new project or open an existing one
3. Undock any editor window and maximize it
Expected result: The maximized window is scaled regarding the Windows taskbar position
Actual result: The maximized window is scaled disregarding the Windows taskbar position
Reproducible with: 2017.4.33f1, 2018.4.11f1, 2019.1.14f1, 2019.2.9f1, 2019.3.0b6, 2020.1.0a8
