Material with HDRP/Lit shader causes Scene to be rendered in solid black when it Contains Sky and Fog Volume Object

Reproduction steps:
1. Open the attached project named Case_1201759
2. Open the Repro Scene
3. Create Sky and Fog Volume
4. Observe the Scene view

Expected result: PhysiclyBased Sky is added to the Scene with no issues
Actual result: The Scene is rendered in solid black

Reproducible with: 2019.3.0.b12, 2019.3.0f2, 2020.1.0a15
Not reproducible: 2018.4.14f1, 2019.2.15f1, 2019.3.0b11
Could not test with: 2017.4.35f1(HDRP not available)

Graphics APIs tested: Direct3D11, Direct3D12, Vulkan

Notes:
- Moving the Cabing Object out of camera's viewport or disabling it resolves the issue

    Still present in Unity 2020.2.6f1 with HDRP 10.3.2. Only Solution that works for me is putting the total number of textures down to 8 or lower.

    Had the same issue on Unity 2019.3.0 f6
    Turns out that the one face UVs (of the model that cause black screen) was collapsed to a line. Unwrapped that face and the bug is gone.

    Its still happen in 2019.3.0f6 with the latest 7.1.8 HDRP.
