Material Upgrade pop-up appears on opening 3D(URP) and 2D (URP) Sample Template
Repro:
* Open the HUB
* Start a new project with the 3D Sample URP template - and 2D Sample URP
* Notice that there's a pop-up that warns the user the materials are out of date and need upgrading
Expected result: the template should come with up to date materials
Reproducible on: 2023.1.11f1 - Widows 11
