Mac on 2023.1.0a20 is unusable, issues with constant buffers
Reproduction:
1) Open a new HDRP outdoor scene
Result: flickering, sometimes even full mac freeze into booting.

- Does not reproduce on 2023.1.0a19
- The exact version I used for reproduction is from saihai: [unityhub://2023.1.0a20/88c767dfc7b6]
- It works fine on windows.
