[Mac] Intellisense cannot access the System namespace in Visual Studio when API level is set to .NET 2.0
Steps to reproduce:
1. Open user-submitted project
2. Make sure your External Script Editor is set to Visual Studio
3. Open up MyTestScript.cs
Expected result: no errors
Actual result: you can see the error "Predefined type 'System.Void' is not defined or imported" in Visual Studio
Reproduced with: 2018.1.6f1, 2018.2.6f1, 2018.3.0a11
Not reproduced with: 2017.4.7f1, 2018.1.5f1
