LWRP UI does not sort correctly in Scene View when UI Elements with different Materials intermix
How to reproduce:
1. Open attached project
2. See the difference between Scene and Game view
Reproducible with: 2019.1.0b6, 2019.2.0a12
Not reproducible with: 2017.4.25f1, 2018.3.13f1, 2019.1.0b5
Actual results: when there is a different material UI Elements don't get sorted correctly
Expected results: different materials shouldn't cause issue when sorting
Reproducible with 6.2.3 LWRP package too
