[LWRP] Real Time Directional Light only casts Shadows up to a certain range
How to reproduce:
1. Create a new LWRP Project
2. Change the Directional Light mode to Realtime
3. Go to the Lighting settings and uncheck "Auto Generate" and clear the baked data
4. In the Hierarchy window click on the "Example Assets" object and change its X position to 40
5. Observe the Shadow cascades
Expected result: The Direction Light casts shadows normally at all ranges
Actual result: The Direction Light only casts shadows for objects near the 0.0.0 point
Reproduced in: 2018.3.0a6, 2018.2.1f1, 2018.1.9f1
Note: Reproduces with LWRP 2.0.4 and 3.0.0. Does not reproduce with LWRP 2.0.3
