[LWRP] Point lights colors are not blended when Particle System is added to the Scene
How to reproduce:
1. Open the attached '1200511-Point-light-blending-issue.zip' project
2. Open 'TestScene' Scene
3. Observe the Color property of Point Light and Point Light(1) GameObjects in the Inspector
4. Set 'flames' GameObject active in the Inspector
Expected result: Lights are blended and reflection of Point Lights is magenta
Actual result: Lights are not blended and reflection of Point Lights is blue
Reproducible with: 2019.2.16f1(6.9.0, 6.9.2), 2019.3.0b10(7.1.1, 7.1.5)
Not reproducible with: 2019.3.0f3(7.1.6), 2020.1.0a16(7.1.1, 7.1.5, 7.1.6)
Could not test: 2017.4.35f1 LWRP is not introduced, 2018.4.14f1 due to packages errors

- Reproducible on macOS, Windows, and player build
