[LWRP] Light layers don't work with multiple lights and only the Light with the highest Intensity is rendered
How to reproduce:
1. Open the attached project ("1124769 LWRP layer issue.zip")
2. Observe that only the right sprite is affected by the light
3. In the Hierachy Window click on the "Directional Light (default)" object and change its intensity to 2
4. Observe that now the left sprite is affected by light
Expected result: both sprites should be affected by their respective culling lights
Actual result: only the light with the higher intensity affects objects in the scene

Resolution Note:
