[LWRP] Camera with target render texture does not respect transparent background color in Player

How to reproduce:
1. Open the attached project
2a. Build for iOS and deploy the Xcode project to an iOS device
2b. Build and run for macOS or Windows Standalone

Expected: The background is black
Actual: Half of the background is white (see the screenshot attached in the Edit section)

Reproducible with: LWRP 6.9.0, 6.9.1

Not reproducible with: LWRP 7.1.1, 7.1.2

    This is fixed in UniversalRP 7.1.x version (for 2019.3)
