[LWRP] Antialiasing doesn't work at ~1x render scale with HDR turned OFF
Steps to reproduce:
1. Start a project with LWRP template
2. Disable Post Process Layer on Main Camera
3. Select LWRP-HighQuality.asset
4. Disable HDR and enable MSAA
5. Shuffle the slider and notice that antialiasing does not work at around 1x render scale
Expected result: Antialiasing should work at ~1x render scale with HDR turned OFF
Reproduced in: 2019.1.0a5, 2018.3.0b3

No repro in: 3.0.0, 1.1.11
