Lower fps with vSync off, when Static Batching is enabled
To reproduce:
1. Open attached project "UnityRenderOrderTest_5_4_5p3.zip" with Unity 5.5 or newer version.
2. Go to "Edit->ProjectSettings->Player Settings" and turn off Static Batching.
3. Play that scene and check FPS.
4. Stop scene, turn on Static Batching, Play scene again.
Actual result: FPS is much lower when Static Batching is enabled (10-20 fps difference)
Expected result: FPS should be similar.
Reproducible: 5.5.0b5, 5.5.4p1, 5.6.2p1, 2017.1.0f1, 2017.2.0b1
Not reproducible: 5.4.5p3
