[Localization] "No Locale could be selected" error when Play Mode Option "Reload Domain" is turned off
How to reproduce:
1. Open the attached project "NoLocaleError.zip"
2. Enter and then Exit the Play Mode
3. Enter and then Exit the Play Mode again
4. Check Console
Expected result: No error
Actual result: "No Locale could be selected" error appears
Reproducible with: 0.11.0-preview (2021.2.0a18), 1.0.0-pre.8 (2021.2.0a18), 1.0.0-pre.9 (2019.4.27f1, 2020.3.11f1, 2021.1.9f1, 2021.2.0a18)
Not reproducible with: 0.10.0-preview (2019.4.27f1, 2020.3.11f1, 2021.1.9f1) 0.11.0-preview (2019.4.27f1, 2020.3.11f1, 2021.1.9f1), 1.0.0-pre.8 (2019.4.27f1, 2020.3.11f1, 2021.1.9f1)
Could not test with: 0.3.1-preview (2018.4.35f1) - Play Mode Options in Editor Project Settings doesn't exist, 0.10.0-preview (2021.2.0a18) - error "MissingReferenceException: The object of type 'Locale' has been destroyed but you are still trying to access it."
