[Localization] LocalizedStringTable.TableChanged causing exceptions
Reproduction steps:
1. Open attached project "Localization Bugs.zip" and scene "Bug"
2. Enter Play Mode
3. In Game View, press the "Click me" button
4. In Game View, change locale in dropdown
5. Repeat steps 3-4
6. Observe Console window
Expected result: No errors
Actual result: "NullReferenceException" error
Reproducible with: 1.0.0-pre.9 (2019.4.29f1, 2020.3.13f1, 2021.1.12f1, 2021.2.0a21)
