ListView reordering animation snaps subsequent elements down if reordered too fast
How to reproduce:
1. Open the “ListView-Slow_Animations“ project
2. Open the “ReorderAnimationBug” window (Window > ReorderAnimationBug)
3. Select the top-most element and drag and drop it below the second element
4. Observe the animation
Expected result: The second element slowly snaps to the first element’s location
Actual result: The element directly below the new location as well as the rest of the list is pushed down instantly
Reproduced with: 2021.3.32f1, 2022.3.13f1, 2023.1.19f1, 2023.2.0b17, 2023.3.0a13
Reproduced on: Windows 10 (by reporter), Windows 11
Not reproducible on: No other environment tested
Note: Step 3 must be done quickly otherwise the issue will not reproduce
