[Linux] Tooltips have an unset title which causes the inability to modify tooltip behavior on window managers
Reproduction steps:
1. Create a new project
2. Hover any item that has a tooltip
3. Press ALT + F2, and enter ‘lg’ to open the Looking Glass
4. In Looking Glass, select the "Windows” tab
5. Find “[object instance wrapper Gtype:MetaWindowX11“ with “wmclass: Unity” field, and click on it
6. Find the “title” field and observe its value
Expected results: Tooltip windows have a title assigned to them
Actual results: Tooltip windows do not have a title assigned to them
Reproduced with: 2021.3.44f1, 2022.3.50f1, 6000.0.23f1
Reproduced on: Ubuntu 22.04 (x11, Wayland)
Note: This issue causes interruptions when using Wayland while dragging elements such as prefabs over the inspector when a tooltip is shown
