[Linux] System shortcuts stop working when a context menu is opened
Reproduction steps:
1. Create a new 3D project
2. Open any context menu
3. Press Alt + Tab key combination
Expected result: The Editor window is tabbed out of
Actual result: The Editor window stays in focus
Reproducible with: 2021.3.37f1, 2022.3.26f1, 6000.0.0b16
Not reproducible with: 2023.2.20f1 (Introduced new Context Menus)
Reproducible on: Ubuntu 22.04
Not reproducible on: Windows 10

- This reproduces with most system shortcuts. For example: Alt + Tab, Print Screen

On Ubuntu, the default behavior for context menus is to prevent them from closing when pressing Alt+Tab. This is true in many other applications as well, such as GEdit, Terminal, and Libre Office.
While Firefox and Visual Studio Code don't block Alt+Tab, we would like to be consistent to what the OS does by default.
