[Linux] "SSL handshake Failed" In Bug Reporter after clicking "Send"
How to reproduce:
1. Open any project
2. Navigate to Help > Report a Bug... to open up the Bug Reporter
3. Fill in fields "What is the problem related to", "How often does it happen", "Your email address", "Title"
4. Click "Send" in the lower left corner
Expected result: Bug report upload doesn't fail
Actual result: "SSL handshake failed" pop-up is thrown
Reproducible with: 2019.4.39f1, 2020.3.34f1, 2021.3.3f1, 2022.1.3f1, 2022.2.0a13
Reproduced on: Ubuntu 18.04, 20.04
Note: I believe this regression happened due to the migration to Jira
