[Linux][Xorg|Wayland] Moving gnome window manager dialog pop-up moves the entire Editor Window
Steps to reproduce:
1. Open any project
2. Open Preferences/External Tools
3. Press on External Script Editor drop-down and press "Browse.."
4. Try to move the pop up window manager
Expected result: the window manager is moved
Actual result: unity editor window is being moved (repro.mp4)
Reproducible with: 5.6.3f1, 2017.4.13f, 2018.2.13f1, 2018.3.0b5, 2019.1.0a5
Reproducible with: Ubuntu 18.04 Gnome (Xorg and Wayland)
Not reproducible with: Ubuntu 16.04 Unity, Ubuntu 18.04 Unity

Resolution Note (2019.1.X):
This is the default behavior on Ubuntu 18.04
It can be disabled with GNOME Tweaks by going to Windows and setting "Attach Modal Dialogs" to "OFF".
