[Linux] Hovering over package manager buttons also hovers over scene/game view buttons
To reproduce:
1) Create a new project
2) Open Package Manager
3) Hover over top bar buttons/tab of Package Manager window (hovering over scene/game view doesn't trigger the issue)
Expected: Hover animation is only played over buttons with the mouse over them
Actual: Scene/Game View top bar buttons also get hover animation
Reproduced in 2019.3.0a3, 2019.3.0b1, 2020.1.0a1
Not reproduced in Windows 10
