Linux Editor only redraws panels on when they're being moused over when no compositor is present
How to reproduce:
1. Create a new project
2. In the menu bar open the "File" menu
3. Keep opening menus from left to right all the way to the "Help" menu
4. Observe the areas where menus used to be open
Expected result: Deselected menus close and the Editor panels redraw
Actual result: Deselected menus remain visible on the editor panels until they are moused over
Reproducible with: 2019.4.25f1, 2020.3.6f1, 2021.1.5f1, 2021.2.0a15
Not reproducible with: 2018.4.34f1
Notes:
1. Reproducible on any Linux desktop environment with the compositor disabled or not available (i3, XFCE4, KDE Plasma)
2. Not reproducible on Windows 10 or Ubuntu 18.04 using the Gnome desktop environment
3. Same behavior can be reproduced by covering the Editor window with another window then refocusing on the Editor, where the window's that was covering the Editor contents remain drawn until individual panels are moused over
