This bug occurs when there are more than 2 Light components, attached to "Street Light" game objects, active on the scene together with either one or both of the "Headlight" game objects with Light Components active.
I have found that this strange lighting effect disappears if you deactivate any 2 of the 4 "Street Light" game objects Light Components or deactivate both "Headlight" Light Components.
To Reproduce:
load up the scene.
