Baking generates too many lightmaps
Steps to reproduce:
1. Open attached project
2. Open scene "Scene"
3. Open Lighting window
4. Set "Baked Resolution" to 40 and build lightmap
5. Open "Lightmaps" tab and notice that that there is on lightmap atlas as expected
6. Set "Baked Resolution" to 60 and build lightmap again
7. Open "Lightmaps" tab ant notice that there are three atlases generated although lightmap would easily fit in one atlas.
