Lighting is darker in build when using Vulkan Graphics API
To reproduce:
1. Open the project, attached by tester (vulkanLightingIssue.zip)
2. Build the project for PC standalone
3. Launch the build
4. Compare how cube looks in the editor and in the build
Expected: lighting is consistent between the editor and the build
Actual: objects, affected by light, in build are darker than in the editor when using Vulkan Graphics API
Reproduced in 5.6.1p1, 2017.1.0b7, 2017.2.0a1
Did not test 5.5, because Vulkan was introduced in 5.6
