Library becomes blank until it's updated when undoing actions in UI Builder if Tree View is scrolled down
How to reproduce:
1. Open any project
2. Navigate to Window > UI Toolkit > UI Builder
3. Set Library to Tree View
4. Drag and drop anything in the Library to the Viewport
5. Scroll down all the way in the Library Tree View
6. Undo action (ctrl+Z)
Expected result: Action is undone without any other changes
Actual result: Library becomes blank until the window is updated via scrolling or other changes that draw the window again
Note: 2021.3.17f1 reproduces the issue only partially. Not all of the window becomes blank, but the top part of it is empty.

Not reproducible with: 1.0.0-preview.18 (2020.3.45f1), 2022.2.1f1
