Lens flare's Rotate property has no effect
Reproduction steps:
1. Open the "bug.zip" project.
2. Open the "test" scene.
3. Play the scene
4. Notice the lens flare
Actual result: Lens flare is facing the center of the camera. (Gif attached)
Expected result: : Lens flare is not facing the center of the screen. (Gif attached)
Reproduced on: 5.5.0a6, 5.4.0fp2, 5.4.0f3,
Not reproducible on: 5.3.6p2, 5.3.5f1
