Lens Flare is misaligned when modifying the Camera's Viewport Rect
Reproduction steps:
1. Open the attached “LensFlare.zip” project
2. Open the “OutdoorsScene”
3. Select the “Main Camera” GameObject from the Hierarchy
4. In the Inspector navigate to the “Output” tab and the “Viewport Rect” property
5. Increase the Y value
6. Observe the Game view
Expected result: The Lens Flare remains in the same position in the Scene
Actual result: The Lens Flare moves up with the Camera Viewport in the Scene
Reproducible with: 2023.3.0b1, 6000.0.35f1, 6000.1.0b3, 6000.2.0a1
Not reproducible with: 2022.3.56f1, 2023.3.0a19
Reproducible on: Windows 11
Not reproducible on: No other environment tested
