[LEGO Microgame] In-game "Shadows" toggle setting is non functional
Steps to reproduce:
1. Create and open a "LEGO Microgame" tutorial project, and scene "LEGO Tutorial"
2. Enter PlayMode
3. Press the "Tab" button
4. Toggle the "Shadows" settings
5. Observe changes in Game View, and Project Settings -> Quality
Expected result: Toggling the "Shadows" setting toggles the in-game shadows
Actual result: Toggling the "Shadows" setting does not toggle the in-game shadows
Reproducible with: 2021.3.0f1, 2021.3.16f1
Not reproducible with: 2020.3.44f1
Could not test with: 2021.1.28f1, 2021.2.19f1, 2022.2.2f1, 2023.1.0a25 ("LEGO Microgame" Template not available)
Tested on: Windows 10
