Package Manager window missed out on open new Project in saved Layout
Steps to Repro:
1. Create a new Project
2. Open Window > Package Manager
3. Open Layout > Save Layout > "TestLayout" > Save
4. Select default Layout and click on it
5. Select TestLayout
Expected Result:
Package Manager window should be available in the saved layout
Actual Result:
Package Manager window is missing from the saved Layout
Reproducible on: 2021.1.0a9, 2021.1.0a8
Working fine on: 2021.1.0a7, 2020.2.0b14
Environment: Windows 10 and Mac 10.15
