Keyboard language doesn't change with shortcut Shift+Alt
Reproduction steps:
1. Create new project;
2. Press Shit+Alt;
3. Observe language icon;
Reproduced on: Unity 5.5.0b10, 5.5.0b9, 5.5.0a1.
Tested for regression with: Unity 5.4.2p3, 5.3.6p3, 5.2.3p3.
