isRootCanvas() method returns True and canvas is considered to be root canvas when the canvas is disabled in the Hierarchy
How to reproduce:
1. Open the attached 'project-1231797.zip' project
2. Enter Play mode
3. Observe the Console window
Expected result: Canvas 3 is not a root canvas
Actual result: Canvas 3 is a root canvas
Reproducible with: 2017.4.39f1, 2018.4.21f1, 2019.3.9f1, 2020.1.0b5, 2020.2.0a7
