[iOS] Too many texture parameters error is thrown when running on devices that support the number of parameters

How to reproduce:
1. Open the attached Project "MaxTextureBinds.zip"
2. Build and Run the Scene "SampleScene" on iOS
3. Observe the Xcode Console and the Player

Expected result: No errors are thrown and the Material is properly rendered
Actual result: The Material is pink and the following error is thrown in the Console:
"Shader 'Test/TestShader' uses 33 texture parameters, more than the 31 supported by the current graphics device."

Reproducible with: 2021.3.43f1, 2022.3.45f1
Not reproducible with: 2023.3.0a4, 6000.0.17f1
Could not test with: 2023.3.0a3 (Xcode build fails)

Reproduced on:
- iPhone 13 Pro (iOS 16.6.1)
- iPhone 13 (iOS 15.0)

Notes:
- The error should still be thrown on older devices
