[iOS/tvOS] Specular cubemaps started using RGBM encoding by default
How to reproduce:
1. Open the "DefaultCubemapCompression.zip" project
2. In the Project window, reimport the "UniversalRPSky.exr" asset
3. Select the "UniversalRPSky.exr" asset, and inspect its format
Expected results: The specular cubemap uses PVRTC format and dLDR encoding
Actual results: The specular cubemap uses ETC format and RGBM encoding
Reproducible with: 2020.2.0a15
Not reproducible with: 2020.2.0a14
