Frame rate drops when running Scene with "WebCamTexture" if the application frame rate is higher than the camera frame rate
How to reproduce:
1. Open the user’s attached “WebCamTextureIssue.zip” project on a computer with a webcam
2. Open “RendererScene” Scene (Assets > Scenes > RendererScene)
3. Enter Play Mode
4. Observe the Game view
Expected result: FPS is stable
Actual result: FPS is not stable
Reproducible with: 2020.3.47f1, 2021.3.23f1, 2022.2.16f1, 2023.1.0b13, 2023.2.0a11
Reproduced on: macOS 13.2.1 (Intel), Windows 10
Note: Reproducible in the Editor, Standalone Player (macOS), iOS
