Internet Browser can be accessed through the Launcher while creating a google account
Steps to reproduce:
1. Open the Unity launcher
2. Log out if not done so yet
3. Press "Sing-in with Google
4. Press "More Options" - "Create Account"
5. Press any of the footer links
6. Press the google icon
Expected result: Internet Browser is launched
Actual result: browser opens inside the launcher
Reproduced on 2017.2.1p3, 2017.3.0p4, 2018.1.0b5
