Instead of Templates window, "+" presents menu with two selectable options
How to reproduce:
- Open HUB;
- Create 3D(HDRP) project;
- Create a visual effect graph in the "Project" window (Create->Visual Effects-> Visual Effect Graph);
- Select any template and click/double-click on the "Create" button
- In the Project window select VFX and double-click on it too
- Click "" in the toolbar and observe the result
Expected result: ""always should open "Create new VFX asset" window
Actual result: "+" and the dropdown arrow next to it opens a dropdown with two selectable options - "Create from template" and "Insert template". Added video in the "Attachments" section.
Reproducible with: 16.0.1 (2023.2.0a14), 16.0.3 (2023.2.0b7).
