Install validation fails with "i18n not configured" error in Hub logs when downloading the Editor
How to reproduce:
1. Open Unity Hub
2. In the left side menu select "Installs"
3. In the top right corner select "Install Editor"
4. In the "Install Unity Editor" window select Editor to install
5. Select Modules to install and press "Continue"
6. Observe the "Downloads" window
Expected result: The selected Editor install is successful
Actual result: The selected Editor application installation fails with an error "Download failed: Validation Failed" and an error with “Overall validation failed: Error: i18n not configured“ message appears in Hub logs
Reproducible in: 3.13.0
Reproducible on: Windows 11 (by the user)
Not reproducible on: No other environments tested
