Inspector tab resets scroll bar position when entering Play mode
How to reproduce:
1. Open any Unity project
2. Add many Components to any GameObject
3. In the Inspector tab, scroll down to see the bottommost Components of the GameObject
4. Press Play
5. Observe the Inspector tab
Expected result: the Inspector tab scroll bar stays where it was in Edit mode
Actual result: the Inspector tab scroll bar resets its position to the top of the Inspector tab
Reproducible with: 2019.1.0a10, 2019.1.6f1, 2019.2.0b5, 2019.3.0a5
Not reproducible with: 2017.4.29f1, 2018.4.2f1, 2019.1.0a9
