Inspector does not vertically pan when dragging components inside of a GameObject
How to reproduce:
1. Download the tester-submitted project(InspectorPanning)
2. Select the 'Inspector' GameObject
3. Attempt to drag the 'Light' Component to the bottom of the Component list without using the scroll wheel
Expected result: the inspector scrolls down when dragging a Component near the bottom of the Inspector
Actual result: the inspector does not scroll down when dragging a Component near the bottom of the Inspector
Reproducible with: 2019.1.0a10, 2019.1.5f1, 2019.2.0b5, 2019.3.0a5
Not reproducible with: 2017.4.28f1, 2018.4.1f1, 2019.1.0a9
