InputSystem touch input does not register when pressing a button in build
Reproduction steps:
1. Open the attached project "touchtest.zip"
2. Build And Run the project
3. Press the "Button" button using the touchscreen
Expected result: After a single press the text under the button changes from "Not Clicked" to "Clicked"
Actual result: The text changes to "Clicked" after multiple presses only
Reproducible with: 1.3.0, 1.4.3 (2020.3.40f1, 2021.3.12f1, 2022.1.20f1, 2022.2.0b12, 2023.1.0a15)
Reproduced on: Windows 10 Pro
Not reproduced on: Unbuntu 22.04LTS
Note: The issue is not reproducible in the Editor
