[InputSystem] Input in playmode breaks when starting Unity Recorder
-e: when using the Unity Recorder to create clips from editor playmode the input breaks for the Game View
--works in preview3, breaks with preview4-1.0.0
-repro:
--open attached project
--Open Unity Scene Scenes/ReproInputSystemRecorderBug and start playmode
--Use arrow keys to move cube left and right
--Open Recorder window (Stay in Play Mode) and Start Recording
--Try to give input to move the cube
--NOTICE the block does not move anymore
-further findings:
--the bug does not happen when the play mode is started through the recorder
--the bug persists after recording has finished for that play session

This hasn't been fixed. It still happens on 1.0.0 (not preview)
