InputActionReference's reading resets when InputActionMap has an action for the left hand and that hand starts/stops tracking
How to reproduce:
1. Open the attached project "TestInputActionReference.zip"
2. Open Assets/Scenes/SampleScene.unity
3. Build And Run the project for HoloLens 2
4. Look at the two cubes in the Scene
5. Air tap and hold with the right hand in HoloLens 2
6. Bring your left hand into the view
Expected results: Both cubes stay green
Actual results: The right cube turns red
Reproducible with:1.1.1 (2020.3.23f1, 2021.2.3f1, 2022.1.0a14), 1.2.0 (2020.3.23f1, 2021.2.3f1, 2022.1.0a15)
Could not test with: 2019.4.33f1 (OpenXR unavailable)
