Input System callbacks are not unregistered when a key is released
How to reproduce:
1. Open the user's attached project
2. Open scene Scenes/SampleScene
3. Go to the Game view and press the Play button
4. Hold down the Shift key, press the X key, and release the Shift key
5. Observe the Console while repeating step 4 several times
Expected result: "Key up" is logged the same amount of times that "registering callback" is logged
Actual result: "Key up" is logged an incrementally increasing amount of times with each callback
Reproducible with: 1.0.2, 1.1.0-pre.5 (2019.4.32f1, 2020.3.21f1, 2021.1.27f1, 2021.2.1f1, 2022.1.0a13)
Not reproducible with: 1.1.0-pre.6, 1.1.1 (2019.4.32f1, 2020.3.21f1, 2021.1.27f1, 2021.2.1f1, 2022.1.0a13)
