Input.touchCount does not release multiple touches after leaving Play Mode
How to reproduce:
1. Open attached project "case_1079640-TouchTest"
2. Load Scene "Main" and enter Play Mode
3. Touch screen inside the Game View to register multi touch
4. Exit Play Mode while still touching Game View
5. Enter Play Mode again
Expected result: Editor releases touches and Input.touchCount is set to 0
Actual result: Editor does not release touches and shows Input.touchCount more than 0 while not touching the screen
Reproduced with: 2017.4.19f1, 2018.3.4f1, 2019.1.0b2, 2019.2.0.a3
