[Tags] Incorrect tag is used when building players if the tag position in the list has just changed
To reproduce:
1. Open my attached project
2. From Tags & Layers panel, remove any tag before Tagas2
3. Enter Play mode, observe the text field - tags not updated as it's required to restart the Editor
4. Run built project (any platform), observe the text field - tag update causes the tag to change
Expected: object is given the same tag is in the editor
Actual: object is given different tag (shifted one element down due deleting one of the tags)
Reproduced in: 5.5.5p1, 5.6.4p2, 2017.1.2p3, 2017.2.0p3, 2017.3.0b11, 2018.1.0a5

This particular case has been investigated thoroughly and we have decided, in the interests of protecting the stability and features of Unity for users that rely upon the affected versions, to not address this fix for the time being. We understand that this will cause problems for some users, and so may address in a future version.
